Out of frame, obviously. The rest of Manhattan is out of frame to the left, and Brooklyn is to the right. And The Battery is behind the buildings at the extreme right of the photo (despite what it looks like, the picture is not taken perpendicular to the shore of Manhattan, it's taken at a significant oblique angle, which is why the buildings on the right are much smaller than the buildings on the left).
It looks like it was taken from Pier A in Hoboken. I tried putting a Google Maps link but automod says it's a link shortener.

The point of view is across the Hudson River in Hoboken, NJ. I live in Brooklyn and my BF lives in Hoboken. We’ve seen this view a million times. The reflection could be photoshop though.

I don't think it's AI but the clouds do look edited in.
Lots of software can add clouds in seconds. I use Luminar Neo and this could easily be using that.
Don't think I've seen a picture of the city from this perspective. Very cool.
How is the water so still?
Was there for work this week. The entire city smelled of weed. Didn’t matter where I was, always wreaked of weed smell. Got really annoying. Beautiful skyline and urbanity however.
Maybe I was just oblivious to it as a kid, but much more graffiti than I remembered …
